BP Indonesia is one of the largest foreign investors in this country, with investment of around US$5 billion to date. Every BP mainstream business is represented here, from upstream (Tangguh LNG and VICO) to downstream (Castrol) and petrochemicals (PT AMI).
With the BP-operated Tangguh LNG project underway, Indonesia is set to maintain its position as one of the world’s most important sources of liquefied natural gas.
Two important events led to BP's current position in Indonesia. The first was the acquisition of ARCO in 2000. The second was the go-ahead by the Indonesian Government on 6 March 2005 for the Tangguh Liquefied Natural Gas (LNG) project in Bintuni Bay of Papua Barat.
The first cargo of LNG from Tangguh, on board the Tangguh Foja, was sent on July 6, 2009, to POSCO’s LNG regasification terminal in Gwangyang in South Korea.
The Tangguh project has long term contracts in place to supply 2.6 million tonnes of LNG a year to the Fujian terminal in China, 1.15 million tonnes a year to K-Power and POSCO in South Korea, and a flexible contract to supply up to 3.7 million tonnes a year to Sempra's LNG regas terminal in Baja California, Mexico.
Tangguh LNG is the first fully-vertically integrated LNG operation in Indonesia, producing gas from Papua Barat offshore and delivering LNG to customers. Tangguh is operating at design capacity; with work now ongoing to expand the plant through addition of a 3rd LNG train.

Role synopsis
- This is a mid-senior level role in multi billion pound, high profile LNG project based in Indonesia. The Quality Assurance Engineer will be responsible for assuring the implementation of the Tangguh projects Quality Assurance strategy with the Project contractors. This major BP project is currently in the SELECT stage, and projected to go to the FEED stage in mid 2013, mobilise to site in 2015 and move to Production in 2019. The project scope includes a new LNG train, an additional LNG tank, an integrated LNG/condensate loading jetty and condensate storage facilities. Offshore there will be a phased development of platforms, pipelines and development wells to supply gas to the new integrated onshore receiving facility.
- The prime objective is to ensure that the project team and contractors apply the BP Tangguh Assurance Strategy in a structured and consistent manner and this involves close alignment and cooperation with the EPMS contractor’s QA leads for each project. A key aspect of the role is to bridge between the contractor and the BP teams to ensure that assurance processes are developed, understood and implemented across the projects under the technical guidance of the QA Lead in the Engineering team.
- Assist the QA Lead and the project managers in developing the project quality objectives for the Tangguh project.
- Participate in the development of the project Quality Management (QM) specifications in conjunction with the EPMS contractor QA Eng.
- Input to the development of detailed procedures to be applied into engineering procurement and construction activities. Provide QM input, advice and oversight to the implementation of these procedures by the EPMS contractor.
- Advise and support specifying engineers on the processes to be put in place to manage to manage certification and Inonesian QM Requirements.
- Liaise with the Tangguh supplier quality management (SQM) team in the implementation of supplier qualification processes.
- Assist Specifying Engineers in the identification of critical equipment through the implementation of formal criticality and/ or risk assessment processes. Development of the associated quality plans to manage the identified risks.
- Guide of specifying engineers in the identification of technical and assurance requirements for functional and technical specifications, including applicable standards, normative documents and certification etc.
- Review of Contractor/Manufacturer/Supplier technical and quality documents to ensure that the Project specification requirements have been adequately addressed.
- Interface with engineers to ensure that operational and reliability requirements are verified by the QM processes.
- Participate in contractor/ supplier verification and audit programmes as required by risk/ criticality assessment.
- Develop internal and external audit programmes to assure compliance to Quality Plan and Project Quality Requirements.
- Ensure processes are in place for tracking and closure of findings from key assurance activities; vis. PHSSERs, Peer Reviews, Hazops/Hazids, MoC, audit findings etc.
- Ensure Corrective Action and Non Conformance Registers are in place with the EPMS contractors.
- Establish a weekly Quality Management update report
- Education to degree level in an engineering, science or applied science discipline
- Experience as a quality assurance practitioner.
- Experience in working in an offshore or petrochemical major project environment.
- Experience of working with clients, contractors and consultants in the area of quality management.
- Detailed knowledge of industry standards relating to Quality (ISO 9001, ISO 10005, ISO/TS 29001, BS EN ISO 19011).
